After the cutscene from "Entering the Briefing Room" continue down stairs just using WASD without being able to look around. You need to start the next cutscene by getting into the police car down the stairs, but you cant enter the vehicle because you are unable to look around to get the prompt to hold they key, or button to enter the vehicle.
I was able to increase my field of view to 100% and then hold the key down to enter the vehicle without needing to look around. The setting to change your field of view is in the first tab of options. Increase that setting as high as possible and then you should see the prompt to hold the key after getting a much wide field of view and then start the next cutscene.
After the next cutscene everything seemed to be back to normal, and I actually prefer the larger field of view too.
