Meh, I'd say this is what the BETAs have been for, to figure out the scope of users and their respective hardware.
A DEMO should be a vertical slice of a feature complete, stable product.
At least it was like this in the good old days when studios and publishers didn't use BETAs being available two weeks before the game's release with no time or intentions to actually take care of any feedback being received through the BETA until the game's initial release.
And regarding this specific one:
After two BETA-phases the game has already been delayed multiple times, so it should be a no brainer to have it running as smooth AF by now.

Take a breath, DX12 is supported as far back as kepler... so you don't need the latest GPUs, just the latest nvidia drivers.

sorry for english - I finally solved this problem... in a strange way - try to install raw, full dx12 from SOME website, not from the official website (that only gives updates I think, something is missing on official source...) then the message changed to other, but I don't remember which one, install the latest and previous versions of C++ and similar programs, frame network? I installed everything I could get my hands on and the game finally started, although it's strange, because supposedly more demanding games like CP77 worked for me from the beginning.
