Robo has no face
Did you know that Robocop’s face is skinned over metal?
Many people don’t. They always wonder why crooks don’t shoot him in the mouth, but as that punk said in 3, “cyborg eats bullets”

Yes.
They itemize what's in there in 'Robocop 3':

"...What's left of his face, pieces of his cerebrum, his cerebellum."

And, according to the newly-released 'RoboDoc' documentary -- his brain is likely located in his chest
That was what Peter Weller and his pantomime coach used to create his motion in the suit.

No, they aren't real eyeballs -- he never blinks, or has to.
The replacement actor in 'RoboCop 3' did blink in a wide shot, and they foolishly kept it in -- but the intent and design are very clear.

The bottom part, yes. But the the face is ugly as hell without the helmet. Not much of an honor.

Yes according to later posts it is, but earlier, this information was not available, and I don’t think they planned it this way before, in every film it is clear that this is part of his head, and not his face stretched over an iron frame.
For me personally, it has always been half a person’s head and half a cyber, in the series where he is being repaired at home, we are essentially clearly shown this when his head is opened from behind.

Peter Weller agreed to play precisely because his character personified the consciousness of a man stuck in a metal shell, plus the question of his morality and past life, all this was of great interest to the actor

P.S. And he is cold, of course he is, he is a corpse maintained by electronics...

We all see in RoboCop 2 what he really feels, he just sent his wife away, because he understood that he really couldn’t be her normal husband anymore and she could start a new life, tragical, but that is life, he is a powerful fighting machine with feelings who was given the second chance, unfortunately, nothing more...

In the third movie a splatterpunk says “cyborg eats bullets” implying that the face is metal underneath.

In one of the series (can't remember which) there is a short mention about the face skin being replaced (and replaceable again if needed) after Robo being set on fire and it melting/burning away. Think it was used partly to justify the actor change and partly to explain why bad guys don't specifically aim at the face, something along the line of becoming common knowledge among crooks that it's a waste of time
