Won't launch in Windows 8.1

well, I only use Win 8.0 and there it works. I once had the problem with other games, so I changed the steam exe to start as admin. This worked for me. Maybe give that a try ...

I can get it to launch from the executable, just not through steam. I sent a message to steam tech support about it.

I don't think this game actually supports Windows 8. I doubt you will get technical support on it.

i just checked it, and the game doesn't even support Windows 7 (works for me). You will just need to play around with the admin settings.

I understand the "doesn't support" part. It's the "won't launch" part I have a problem with, since it has no problem launching other games that "don't support Windows 8." Like Civ IV.

I'm using Win 8.1 and it works perfectly. Try reinstall the game instead.

Actually, with the latest CPU's virtualization is so fast that you can just install VirtualBox and play it in there if all else fails.
