in "vanilla" I don't know for sure, I think not, but in the MODs TAC and RAR there is "learning by doing" implemented
TAC = The Authentic Colonization
RAR = Religions and Revolution

In vanilla, certainly colonists become specialists by attending school in a settlement that has the kind of specialist you want them to become - or by visiting a native settlement. I haven't noticed the "just doing" method myself. I never tried it.

In RAR they do. Even native converts do! :)

Kinda disturbing that it can change their sex though! Clearing their specialization can turn them back into a man again. Trans-friendly game for the win!

Dont think so in vanilla, never use free colonist to do anything until natives get them some proper skill, or i put them into school / college or uni and pay for prof. i need...
