Yeah I have seen this with the dutch and danish as well - on the highest difficulty here.
Never saw this in 2.6
My #1 priority would be to reduce the time it takes to process a turn. I play on 150x300 maps with 32 factions. By 1650 it takes 2 minutes to process a turn on an i7-2600.
#2 would be using current money balance rather than end of turn balance when evaluating events.
Apart from that I'd be happy.
There's more improvements to come, so stay tuned!
I can confirm that slaves are able to found cities when under AI control. There are a bunch of cheats "under the hood" that are far more outrageous than this! I've been considering to compile a list of AI cheats, so these posts may motivate me to do so ;P . I hope that the AI will eventually reach the point where the cheats can be removed (the handicaps will stay though). As a player/developer I've always been at unease with the concept that the AI and human player play with different rules.
About the performance:
This is another big issue that I'm also working on. I've implemented multithreading in a private RaR build but I did not consider the code mature enough to be published so it will have to wait. We also need to revise some of the time wasting AI algorithms that only consume CPU without actually making the AI "smarter"

I have native (russian) letters in the path to game config
Mean like:
C:/Users/Алиса/My Documents/My Games/Civilization IV Colonization
So it doesn't save properly - the path see the russian letters as яяяяя and the path to them are corrupt.
And installing your mod to that path brings many disruptions in the Map Builder (many things dissapeared like - tile descriptions and many things new are shown - like religios icons after settlements)
Maybe it is normal... but i hasn't saw that when played with RaR without bought Civilization copy
And because of that russian letters in the path - there are another problem - i can't patch the game to 1.01f
its status is just 1.01 (1200 000) and checking updates toesn't show any new
Could it be resolved somehow?
But doesn't know now - how @much@ it is right. Because when it was so-so bugged, in world builder i saw many intrestion icons at tribe camps with christian and other religions... possibly something doesn't work now...
btw, blah... mod loads, but city screen is just 1 tile patch... ahh! got what to do!
