yo thank you for the recommendation. i appreciate any and all rpg's with romance options. i check it out and add to wishlist. plan to grab lot of comes for xmas sale.
If you haven't already tried the classics Final Fantasy VIII has particularly excellent romance and story while FFIX is a good story with okay romance. If you got a PS2 the Ar Tonelico I & I (never played 3, yet) feature excellent romance, in particular Ar Tonelico II. FFX is solid and story focused but a bit shorter for a Final Fantasy game.
The Legendary Heroes series features romance and the series comes in numerous arcs all supporting one large world building saga. I've only done the Trails in the Sky arc so far, but it was solid tho a bit slow paced. Female MC really starts to grow into her own in Second Chapter (its the 2nd game hence name) in particular. Cold Steel is very popular, too, but I haven't gotten to it, yet, to comment.
Final Fantasy VII Remake comes out today at some point on Epic as another option.
Sakura Wars are high quality dating sim strategy RPG games if you have any of the platforms they release on. My personal fav was Sakura Wars: So Long My Love.
One of my all time fav JRPG franchises is Growlanser and it features multiple story routes/romantic interests as well with the story ending being based on who you chose and stuff.
i wish final fantasy 7 remake let us romance. i always like Jessie and Aerith, over Tifa. I wish the remake was different in that regard.
sadly i need to wait for a steam release. so maybe next year or 2 years i can enjoy FF7 Remake. i hate epic.
Of the mentions though Ar Tonelico II and Sakura Wars are especially very romance heavy games. Very good but they are not on PC. They're on PS2 and other classic platforms.
Fixed female character rarely have romance. In RPG where you create your character and choose the gender, they can't only provide romance for male character, so the female have their, but strong heroine almost never have romance : Lara Croft, Aloy, Cate Archer, Amicia, Jesse Faden, Amanda Ripley, Faith Connors, Marianne (The Medium), Lightning, Jade (BG&E), Rayne, Velvet Crowe, Miriam (Bloodstained), ... While in games with male protagonists, there is often a beautiful woman that want the character.
But female heroine have to be available otherwise, most male player would feel rejected.
i hate that cause lets be honest most "create character" is female over male. female shepard > male shepard was most picked.
Or when you don't choose at all : Ciri > Geralt, Fiona > Rhys
FF8 imo has a better love story than FF9 and it's basically what the whole game is about, specially the ending, which is why the game's logo is Squall+Rinoa as a couple.
FFVIII romance is definitely better than IXs as IX is more about the world and its various cast, only touching on the romantic elements at various moments. FFVIII also has Laguna's (no spoiler), Squall's/Rinoa/Seifer, Irvine/Selphie (or whatever her name was I forget), Cid and spoiler so no mention.
Personally i'm a fan of "the chosen one" trope and really liked the "because destiny says so" theme the story starts with, as shown by the stained-glass at the end of the anime opening.

Overall a very wholesome story, unlike most games nowadays.
I also like Shadow Hearts, it's all about the romance if you play the first game with the normal ending, then Covenant, and again the first game, but with the secret good ending. Touching story.
You could try Xenosaga which has Shion and Kos-Mos as the core leads. Shion has a lot going on here and KOS-MOS, originally relatively emotionless, develops as the story progresses and is a big element of the ending of the trilogy. Both are very strong female leads, too.
Legend of Heroes: Trails in the Sky FC is split between Estelle and Joshua as dual leads with Joshua, due to his past, often covering for Estelle's inexperience and less skilled capabilities but we see her grow significantly in the course of the game. Then stuff happens and SC she becomes the primary lead and very rapidly develops and is capable enough to reach the legendary heights of even her famous father. Lots of romance there as a core plot element, too. Bit slow paced though.
Final Fantasy X-2 is somewhat along these lines but, imo, not the best JRPG out there.
Ar Tonelico, mainly II, shares the MC role between the male MC and the female you choose (choose from two early, the other becomes a secondary character, and later if you haven't progressed enough with your chosen and do things right there is potential for a 3rd girl who takes over). It features strong, but also the vulnerable side and very well done at that, of these women. Not actually a fan service/harem game, but actually a rather serious romance story despite the hilarious reviews out there indicating they didn't play and just copy and pasted reviews from a single bad review source. Probably has the most well fleshed out female characters and romance of any JRPG to date. Gameplay is kind of twitch heavy combat so may not be for everyone, tho there is some balance issues with healing cheese one can rely on and later on mod effects to make it easier for those lacking the necessary twitch reflexes.
