Please always post your specs. You wrote that it's AMD 7700X, OCed AMD Radeon RX 7900XT 20GB VRAM, 32GB RAM, Samsung 980 Pro M.2 SSD. So your settings are good for gamers with powerful computers.
I found that AO's settings are likely the cause of most people's stuttering issue. Follow slight change as mentioned and even mid range cards may be able to crank other settings and resolution up with much better performance results. May be worth trying and seeing if it helps for anyone having stuttering issues or general performance problems.
If you want to maximize and stabilize FPS prioritize the texture/model memory settings. So standard or lower for cards with 8GB or less. High and up for cards with more.
Also keep in mind that certain areas are leaky and will end up consuming all your VRAM over time regardless.
Last, but not least: low shadow settings also reduce draw distance for shadows a lot. It’s a very noticeable setting and I found it butt ugly.
I think this guide and the various user tips may help a little if someone wants to play right away. But the only thing that can help properly is for the developers to finish and fix the game.

My own experience matches a lot of this article. (12700k / 4070ti / 32gb DDR4) Reflections, fog, and shadows seem to be major performance-killers in this game, it's recommended you turn those down to standard/low. Setting texture memory down to standard helps a lot too since this is a very VRAM hungry game.
Both ray-tracing options don't seem to add much to image quality and can be safely turned off. DLSS and FSR also supposedly add a big boost in performance but I haven't tested myself.
