In this post alone, I have commented my issues.
This is where I last was/am. This is when I noticed the worse performance hit ever. This is when I started playing with resolution and settings. Nothing changed.
Without dlss- gpu is close to maxed - high 90s and cpu is about 10 or less.
With dlss- gpu is about the same minus a small bit, cpu increases to about 20-30ish
The demo runs flawlessly for me at 60fps at 4k with everything on High, but the full game in that city it fluctuates between 30-45 frames. My cpu and gpu usage stays between 70 and 80. Even if I turn everything on standard settings with DLSS on ultra performance in 1080p, my frames stay the same. I have this same issue with Elden Ring. No matter how I shuffle the settings, nothing changes.
In the benchmark, it stays at 60fps for almost every test except for the ones in the cities, it goes down to the 40's.
Just outside of Cipal it's much better, but not where it should be. I also don't have windows 11 or an ssd, so the load times are very long for me.
Also same issue with new star ocean game from square Enix. No matter what you change, graphics settings, resolutions, etc. the frames stay the same - not good
I have faith they can make it right. I recently got FF7 Remake and that plays flawlessly for me. Doesn't even slightly dip in frames. I hear FF15 is pretty well optimized, too right now.

Also the demo ran well because you were not in a city that gives the CPU much more drawcalls.
