20-30 fps with RTX 4080 at any resolution (720, 1080, 2k, 4k)
A friend gifted me the game on its launch day, i've been waiting for it for so long but i couldn't play due to the poor performance it has. I know many people is having the same issues, i've been searching all this days on forums, redit, steam forums, etc. for some solution, because for what i can see i don't think SE is gonna fix this anytime soon...
Does anyone knows a fix for this problem?

Something is wrong with your system. I'm on a RTX 4090 at 1440p with everything on ultra and DLSS Quality, and I get 90FPS. A 4080 shouldn't be much less than that.

The game will get CPU bound unless you have a top end CPU though and that will kill your FPS. I have 16 cores all running at 5GHz, and the game uses 60-90% of them depending on where I am.

The game is an optimized MESS. So it's probably nothing you have done wrong.

I don’t think your cpu usage should be that high - mines max about 30%

I do agree that you’ll need a great/new cpu for this game with a 4080 or 4090

This is after killing the first tanta, and I'm in the tavern for the celebration, I'm dropping under 60FPS due to the game being CPU bound... total nonsense. The devs need to go back to school. It's not even fully using my GPU because the devs can't properly optimize their code.

There’s something else going on with your system. No doubt, game needs more optimization, but even with how the game is now, those numbers are very off.

Have you updated to latest nvidia drivers?
If yes, I suggest using DDU and uninstalling them and reinstalling them.

I had a similar issue with 11700k

Seconding this, my setup is similar to yours and I haven't experienced that level of CPU or GPU load either out in the world or in Cipal. Doing a GPU driver uninstall / reinstall via DDU is a good idea; I'd also check to make sure that Resizeable BAR / ReBAR is enabled on your system and that HAGS (Hardware Accelerated Games Scheduling) is disabled in windows, since this seems to cause performance problems not just with this game but with a lot of other titles.

Sounds like a bottleneck.

Is the rest of your system up to the performance of your card (CPU, RAM etc.)? Is your power supply strong enough?

Are you using some settings no one can play at? Raytracing without compensation (i think this game uses the AMD FSR?)?

Sorry but that doesnt mean anything. Different games have different requirements - some are heavy on GPU, some heavy on CPU some have problems with RAM etc.

i have a 4080, game probably isn't the issue.
i'd look drivers, power settings etc

Trust me, i've tried everything, literally everything you can imagine. I've been on forums where people have the same issue and still haven't found any solution, and it only happens with this game, i can play 2k-4k to any other game, but i can't even play 720p to this one. All drivers checked, all software disabled/uninstalled/reinstalled, power settings checked, all components checked... It's literally this game, i swear i've gone crazy trying to find a solution each day since the release.

Cipal is a problematic area. It eats up performance, especially if you've been doing lots of open world stuff before going there. Quitting to the title screen and reloading a save could free up some resources and restore performance. As others have stated, your CPU needs to be able to keep up, otherwise that 4080 is going to work the poor thing to death. Try capping the frame rate in your driver GPU software to 60 to relieve some strain on your CPU. The more frames your GPU wants to generate, the quicker the CPU needs to feed it.

Yeah i know, my CPU should be able to run the game without any problem, there are people with lower CPUs playing the game at 2k 60fps. There are some people with the same issue than me that have the last 13th gen CPUs and nothing works for them either u_u''

The game never drops below 120fps for me with a 4080 on max settings and DLSS off with tons of headroom. I'm using an R9 3950X as CPU with 64GB of 3600Mhz RAM. So mid-range system even.

The game is broken but 20-30 is weird
with a 9900k and 4090 I drop sometimes to 50 on Cipal and when screen is crowded

The game engine is broken since FFXV and it’s worse in this

And yes the longer you play, the worst the game goes. Sometimes rebooting also « reboots » performance.
