The game will get CPU bound unless you have a top end CPU though and that will kill your FPS. I have 16 cores all running at 5GHz, and the game uses 60-90% of them depending on where I am.
The game is an optimized MESS. So it's probably nothing you have done wrong.
I don’t think your cpu usage should be that high - mines max about 30%
I do agree that you’ll need a great/new cpu for this game with a 4080 or 4090
This is after killing the first tanta, and I'm in the tavern for the celebration, I'm dropping under 60FPS due to the game being CPU bound... total nonsense. The devs need to go back to school. It's not even fully using my GPU because the devs can't properly optimize their code.
There’s something else going on with your system. No doubt, game needs more optimization, but even with how the game is now, those numbers are very off.
Have you updated to latest nvidia drivers?
If yes, I suggest using DDU and uninstalling them and reinstalling them.

Seconding this, my setup is similar to yours and I haven't experienced that level of CPU or GPU load either out in the world or in Cipal. Doing a GPU driver uninstall / reinstall via DDU is a good idea; I'd also check to make sure that Resizeable BAR / ReBAR is enabled on your system and that HAGS (Hardware Accelerated Games Scheduling) is disabled in windows, since this seems to cause performance problems not just with this game but with a lot of other titles.

Is the rest of your system up to the performance of your card (CPU, RAM etc.)? Is your power supply strong enough?
Are you using some settings no one can play at? Raytracing without compensation (i think this game uses the AMD FSR?)?
My system should be able to run it without any problem, i don't have issues with any other game, i can play spider-man and miles morales at 2k-4k 80-100fps with all on ultra and RTX on, same with all "next gen" or new games. The problem is not on my PC, it's something about the game :/
Sorry but that doesnt mean anything. Different games have different requirements - some are heavy on GPU, some heavy on CPU some have problems with RAM etc.

Trust me, i've tried everything, literally everything you can imagine. I've been on forums where people have the same issue and still haven't found any solution, and it only happens with this game, i can play 2k-4k to any other game, but i can't even play 720p to this one. All drivers checked, all software disabled/uninstalled/reinstalled, power settings checked, all components checked... It's literally this game, i swear i've gone crazy trying to find a solution each day since the release.
Yeah i know, my CPU should be able to run the game without any problem, there are people with lower CPUs playing the game at 2k 60fps. There are some people with the same issue than me that have the last 13th gen CPUs and nothing works for them either u_u''

And yes the longer you play, the worst the game goes. Sometimes rebooting also « reboots » performance.
