Use a salty broth on Mirabelle to make sure you always have the shield active.
My first time I won I was like level 50-52 with everyone? But it wasn't really required. And once you beat him it gets easier to beat him the future.
Mirabelle's Adorable Moving Shield - (Essential. You cannot beat the King without it)
Paper Maché gloves for Isa, so you have more easy sources of Paper Damage - (Found in I think the third floor's clay crafting place)
Odile's Paper alpha V skill for more Paper Damage, and BIG damage at that.
3-ish of those Super Sour Tonics that heal the whole party.
2-3-ish Salty Broths for cooldown recovery (to make sure the Moving Shield is always ready to go)
The Bomb Learned about when you go into Mira's Dorm Room, where you'll find the key component. The long Thingy-Thing is in town in the locked house near Bonnie's location. The Openphrase is "Change". The Secret Ingredient is found on the roommate, just before the king. Use one of those items when all 3 are in your pockets before you fight the king to make the bomb. Use it on him when he summons his Tears.
In the fight, spam ONLY the paper skills (and Isa's free paper normal attack), buff your attack and defense and speed as often as you can (use those spice items if you gotta), keep hitting him with Jackpot Combos.
Do NOT forget to cast Moving Shield anytime the king "waits", because he's about to use his super move on you.
Level is almost irrelevant. As long as you have the right tools, you can beat him.
