I tried both of those places, but I still get the same message. Do I need to talk with Loop first?
EDIT: Yep, had to talk to Loop first. Gonna be honest, very annoying design choice. :/
I just finished this game and overall I really liked it, but I agree that there were a few parts that weren't intuitive. Especially when you need to talk to Loop in person, instead of just calling them.
YES! I also just finished the game, and that is also my exact same issue! Especially since the game literally gave you a magic phone to call them! That, was not great.
