Does the Sus Achievment require you to do all character quests at the start?
Or do you need to leave them undone to get the right dialogue from odile at the end?

You don't need to do character quests. You have to do Odile's quest though, to get more suspicion from the secret library

Can this achievement be done in the later half of act 4 or do I need to wait till act 5 to have all the sus triggers available?

It can be done in act 4, and you don't have to trigger every sus triggers, but you do need a lot of them.

If you're having trouble, I can write down all the triggers I found here !

Based on what I tested, helping everyone (culminating in a picnic before heading to the House) actually locks you out of getting the achievement for that loop. If you do, the event won't trigger regardless of how much suspicion you build up.

You can (and should, as mentioned above) help some of the party members, but be sure not to help all of them (which means you can't help Isabeau as doing so implies you've helped everyone else).

I'd appreciate it. I thought I got them all, but Odile says she's still missing something. Didn't realize you needed to do her quest to trigger suspicion in the secret library. I'll do that, but I'm not sure if there is anything else.

Here's the list of "sus triggers" that I found on my playthroughs. Note that you don't have to get everything on this list, but you do need a lot of sus points to get the achievement.

1. General (100% needed for the achievement)

- Complete Odile's friendship quest. You can skip the quest, but if you speak to the baker's daughter directly, you get more sus points. Check the secret library on floor 2 and read the books about shields & the list about familytales
- Check all the books about Time Craft and Wish Craft, and the article about the king. Remember to equip Memory of Memories to actually read the books ! Also don't forget to check out the locked room on floor 3 (with the orrery)
- Check all the places that previously had equipment in the House
- Talk with Odile at every snack break to make sure you're suspicious enough

2. Optional (Some of them can be missed, but a few needs to be done)

- Stay silent on the first sadness encounter
- If you killed yourself enough with the Banana peel, you can pick banana chips for the first snack break to get some sus points
- Walk right into the tear on the right corridor (the first one you see) on the first floor. Isabeau will have a dialogue about it
- Unlock the door with the passcode "openphrase123" on floor 2, pick up the broken glass shards and cut yourself with it
- Don't pray to the change god statue on floor 3

Got it. Couple things I noted. You don't need to check every equipment spot. There will be a bit of dialogue to indicate you've found enough to be suspicous. Same for most of the other optional things. Someone will have some different speech to mention that you're being strange.

I think I found another sus trigger. On floor 1, just after the rock trap room, in the right-side hallway, the party stopped to comment on how unnaturally strong/skilled Siffrin was suddenly. Not sure what caused the event. Possibly killing a certain number of sadnesses in 1 hit before entering the hallway, or using Siffrin's (just attack) craft, since I learned and started using it recently.

I think that's just a random event. I got it once, and the next loop Siffrin went out of his way to look clumsy there. Never saw it again.
