Terror Tractor Accolade not completing

Just as the title says. I have tried:

1. Uninstalling all my mods
2. Verifying game cache
3. Keeping the 254 at Vet 1
4. NOT activating the observer ability
5. Both deactivating and not deactivating the observer ability after first toggle
6. Killing the 254 with either both observer disabled and enabled
7. Doing 3-6 in Campaign, Skirmish and Multiplayer, including against expert AI.
