Will they ever complete cosmetic packs?

Since the new battlegroups wont be unlockable with Merit, there's pretty much only cosmetics to spend it on. So I wanted to do that, but outside of (some) ultimate packs, it's really annoying how almost all sets are incomplete.

For example I think the Fallen Leaf stuff looks kind of nice, however only skins for a handful of units exist. Some are even part of the Hammer and Shield DLC. Does that mean there will never be a completely unlockable (with Merit) set of those skins?

If so, what's the point? I doubt people like to have an army of mismatched soldiers and vehicles running around.

I agree. Feels very tacked-on, and a lot of the skins are just basic pallet swaps anyway. At the very least, give us the whole set instead of sporadic unit and vehicles. This is problem I feel like modders could solve in a matter of weeks if given the tools and motivation.
