Moving forward, Espionage + Australian BGs will be available as a paid purchase through Steam. Relic is working on getting the DLC page up and this transition should reflect either today or in the next few days.
While having the additional variety of more BGs is nice, it's not required to have anything beyond the initial 3 for competitive play. By having this content become a paid purchase, it will also help Relic continue providing updates and new content to CoH3.
In the store it was clear both battlegroups were available for 0 merit discounted from 10000 merit, they should be available for merit even if they do release them as a dlc.
I can understand now why the reviews of this game are very bad.
