Play coh2 if you want soviets...
Adding a faction means creating a ton of new assets that are both time-consuming and expensive for the developer. In fact, the closer I look at it, I'm beginning to suspect that the Wehr are nothing more than a DAK pallet-swap. That aside, I personally think the likelihood of them adding a whole new faction or factions like they did COH1 and 2 seems exceedingly doubtful. There just wouldn't be any money in it for them.
It's taken Relic two years to add four commanders to the roster (not including what's coming), in a game that only had twelve to start with. You'll also notice that many of those commanders either reuse assets/units from the campaign or focus entirely on augmenting player abilities. In short, the actual amount of "new stuff" (i.e. assets) we've gotten since launch has been pretty slim. It'll be interesting what February brings in terms of new tanks, but who's to say they aren't above reusing material(s) from COH2? Sd.Kfz 222 comes to mind.
And missions that are actually beatable and aren't bugged
No Soviets, Japanese, and Klingons in COH3.
Need to play COH2 for Soviets as the other guy said.
COH1 : Started w 2 factions.
COH2 : Started w 2 factions.
COH3 : Started w 4 factions AND with 2 campaigns (one being an ardennes-style).
Also, yea. Italy/Africa isn't right for Japanese/Soviets. No snow! No islands!

CoH1 received the "Opposing Fronts" expansion one year later, adding two new factions and two new campaigns. Two years after that, it received the "Tales of Valor" expansion which added some extra units, modes, maps and missions.
CoH2 received the "Western Armies" expansion one year later, adding two new factions and one new campaign. During that same time period, it received several "Mission Packs" - Case Blue, Southern Fronts, and Victory at Stalingrad. One year and a couple months after that, it received its fifth new faction.
CoH3 received the "Sword and Shield" expansion one year later, adding two new battle-groups (three if you count the campaign exclusive). One year after that, they're said to be releasing four new battle-groups.
tl;dr version: within the game's second year of release the total is/was...
CoH1: 4 Factions, 3 Campaigns
CoH2: 5 Factions, 2 Campaigns, 3 "Mission Packs"
CoH3: 4 Factions, 2 Campaigns (same as launch).
Could just as easily ask why Brits and USF in CoH2, a game set in Russia?

You are technically correct. Which is the best form of being correct.
In the future, this focus might change, but for now look forward to existing factions getting even more toys to play with. There will also be a new roadmap for 2025 with a possible reveal around late spring or early summer outlining plans for the rest of the year. (This is just an estimate, actual reveal and what it entails is not set in stone.)
