Loyalty
How does it work? I've maxed out the American general and I haven't even taken the first line yet. The British and Italian are close to being on two each but I can't seem to get theirs to go any higher. Anyone got any help?

based on your question you seem to struggle with Clearance Norton and Elenora valenti
to get their loyalty high you need to do the exact opposite of what you are doing for Henry Buckram you MUST and let me repeat that MUST ATTACK Ports, Munition/Fuel towns, and Partizan Hubs without bombing them additionally for elenora valenti using partizan abality from their hubs also increase loyalty. Plus compeleting side objectives help too no matter how far fetched they maybe.
Having loyalty grinding gives you valuable bonuses such as free bombers on captured aircrafts or free mahan class destoryers. These units take no MP Ammo or Fuel plus dont increase pop cap.

As far as i can tell if you go up the point where you have Full loyalty for buckram norton and valenti they actively assist you at last mission plus you get the good ending where you keep your station as a supreme commander in the italian campaign although this is all told you in a worthless cutscene
US loyalty is be aggressive, capture airfield, andusing air arms to levels things.
UK loyalty is from capping ports and resource points without damaging them.
Partisan loyalty is from capping garrison and using partisan abilities.

So main thing with Norton is you take a big hit any time you side with Partisans in a decision early in the game. This UK-Italy adversarial dynamic seems to die after you rescue Private Norton. Which is strange, since partisans are not even part of the mission, but I guess its more that Norton used resources on a personal mission, so he can no longer complain about using them on partisans who are fighting the war too. Whenever there is a mission where the option is to Bombard, Capture with a company or drop supplies, the safest bet is take it with a company. Bombard will gain US, and lose Partisan. Drop supplies will gain with partisan but Norton hates it if you waste supplies on partisans so you will take a UK hit. Take it with a company and you will gain loyalty on two and not lose loyalty on the third.

The fastest way to get US loyalty is to take airfields and use bombers to bomb enemy companies when they are out on the roads away from towns. This will avoid the partisan hit that you get if you bomb a town. You will get the Buckram bombing points only once per turn, so you don't need more than a couple bombers serving in different areas. Do it by the selecting the bomber and bombing rather than selecting the airfield that its located at and bombing. For some reason you don't get the points if you select bomb from the airfield interface. You will also get UK bonuses if you use naval bombardment on those same companies or if you sink German destroyers.

Partisan are easy, you just have to not bomb cities and towns and use Partisans to loot targets and to encircle enemy companies or capture towns. If you haven't gotten partisan level 4 before the voltari line, you will certainly get if you can prevent the bombing of the monastery. l Just be sure not to bomb the unit while it is encircled or you will take a hit to partisan loyalty.
