I suppose if the rifles stood still...
I believe the bars fire whole moving and add suppression, the rifle nades seem to miss pretty badly against moving targets, if the rifles got up close it would be ugly.
Outside that, Wher basic Pioneers are absolutely terrible, I guess they are kind of meant to be but I really wish they had got a lot better with veterancy.
Not cheap to get there, mind you, but Riflemen are pretty damn good as long as you don't try to beat proper rifle units at max range. (Garand is short-medium range weapon - it has more than twice the rate of fire at short range compared to long, and its long range accuracy sucks. Don't try long range duels exceot against SMG troops.).
It is true that Jaegers counter riflemen, but that doesn't make them the best; they are in turn countered by Tommies - their call to fame is beating riflemen, not being actually best. I believe the mortar, bought from the basic infantry building, is supposed to counter the jaegers; they are best trading at range with riflemen from cover, and that leaves them vulnerable to mortars.
PG's are Wehr's counter to tommies. But PG's are countered by riflemen (with BAR's). There is no 'best' in this circle stab. You have outlier special units - gurkhas, commandos, guastatori, etc. - they're all quite good and not quite so clearly counters to/countered by units. Guastatori are pretty good; their booby traps are vicious. Bersagliari are ... kidna weak, but with increased squad size and a Breda, they're suddenly quite good.
Fallschirmjaegers and sturmtruppen are both really good at what they do, but for me they are let down by their squad size; it makes them too easy to wipe.

And can break cover that other infantry is using
I think you all know where this is going.
There literally is no competition about cost, spammability and flexibility of that unit.
