Looks like turning off Vertical Sync might have fixed it, i need to test it some more tho.
It didnt help.
I did scan the game files for errors, and there was none, and i ran the following scans on my pc, with no errors aswell
SFC /scannow
DISM /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-Image /ScanHealth
DISM /Online /Cleanup-Image /RestoreHealth
I use F-secure antivirus and that is not very demanding.
The only thing is that my graphics drivers are not updated to the newest ones (because i use Nvidia filters for some games and they reset when i update my drivers), but i dont think that is important because the game is not that new.
I dont have any issues in other games, only CoH3.
Thank you, i wrote support so perhaps they have a solution.
Mind you, I have a separate laptop I use for secured activities just in case.

but first think first. what grapic setting you use? witch resolution?
you should. ther is somthing wrong.
set the resolution on 1920x1080 and all other on max. use MSI Afterburner and look at the usage of cpu and gpu. and update your GPU driver
if i have to guess ill would say its a ram/vram bottleneck
