With DLC they can add different campaigns + new factions. What is wrong with it?
Given current world events, I don't think Russia will ever be added even if Relic were open to changing the setting of COH3 to a more global one. Heck, I don't think we will ever see Russia in a COH game ever again till things settle down.
Of course, there are players all over the world who like playing as the Russian faction but Relic (and Sega) isn't going to take the risk of others using their game as a political messaging tool (eg big strong Russia won the day! "Denazification!") if they include that faction. The fact that they are not even selling the game (Sega has pulled all of their games from Russia) in Russia, the main market for such a faction, means that there is such a political consideration.
Since Sega is the decision maker by virtue of being the one holding the purse strings, you will have to convince them to start selling their games (especially one relating to war such as this) in Russia again before even broaching the topic of including them in this game.
The silver lining in all of this is that it may push Relic to try even harder to explore other ww2 theatres such as pacific and asia.
They have already considered the eastern front against the USSR and the next sieges of Germany, France, Britain. Why go around in circles with this USSR all the time. It would be much more interesting to add the Pacific Ocean theater, India, China - here they would really fit well into the overall colorful style of the 3rd part. And all sorts of USSR, Berlin, France, leave the cloudy and depressing 2nd part, where they fit in perfectly
