Why those soundtrack not playing in the game? It feel like its playing the same music in game over n over in loop.

Not sure, perhaps to be fixed in future patch? (Like a few other things...)

this is most likely. Either upcoming expansion or DLC. Also it might play in game even now but only just during some specific events

I was looking through sound files in the mod tools yesterday, but I got the impression they were encrypted. There are (for example) call-in sounds for stuff like Gebirgsjager for the Wehrmacht.

Most of the soundtrack is actually played during the Italy Campaign. The first one (strings) is the background music while on the dynamic map whereas others plays during missions.
