If you want 1v1 or 2v2 CPU skirmishes, it might be alright.
3v3 has 3 maps, and 4v4 has 1.5 maps since one of the maps is just a scaled up version of a 3v3 map. So, those game sizes get old fast on CPU skirmish in SP.
Meanwhile, the North Africa campaign is okay while the dynamic Italy campaign is a shambolic mess.
So, if you like a linear campaign and 1v1 or 2v2 CPU skirmishes, it might be okay.
But it's hard to really give this a full recommendation for SP only right now.
But if you don't mind waiting, maybe it'll be 50% off by the time they release a respectable number of maps.
With ragards to the two single player campaigns the N. Africa Campaign was a lot of fun but, while the Italy campaign has some big epic set piece missions, that campaign on a whole is a mixed bag.
If you are looking to scratch that WW2 RTS itch then I think CoH3 is a decent option that will only get better going forward. But as others have said if you can wait for a sale/reduced price and you are not 100% sold than there is no harm in waiting.
Even at half price I would still say NOPE.
As usual, there some great modded maps to keep things a bit fresh in the rotation by some awesome fans. I play a couple matches a week, at least, and enjoy them. I suggest upping the difficulty a bit. There are some repetitive patterns the AI will take, and sometimes, take a little longer to exploit your weakest point.
I am waiting for there to be a significant Italian campaign update, as the community discussion around it, is really not where I want a dynamic campaign to be at right now.
Only real annoying gripe I have is saving skirmishes and replays, minor bugs aside, that are not game breaking in skirmish. I have noticed that I can only save one skirmish, because newly created saves do not have the option to load, it is like they exist, but are not accessible. So, I have to only use one save when skirmishing. Replays, are well, not existent yet, but you do get a summary of the data of how your skirmish played out, as is at least in all the other COHs.
Other than that, if you are just trying to play a new COH, without multiplayer and a truly dynamic campaign, it is worth it for me just to mess around with skirmishes. But, I also have enjoyed this series since it first launched.
