It might be more dramatic for lighter vehicles, but by the time the upgrade is available, light vehicles aren't viable anymore. It's a solid skip, use your MP for some other upgrade/unit.

Improvised Armor also reduces the damage from Panzerschrecks. Out of my head for a Sherman it reduces it from 160 to 120.
Regarding the increased armor values you provided, Bulldozer from 240 to 288.
A Pak 40 has a drop off in penetration from mid range (35m) to max range (60m) from 260 penetration to only 130 penetration.
Lets assume it hits the Bulldozer from about 45m with assumed 200 penetration. Then the chance for the projectile to bounce increases from 17% without Improvised Armor to 31% chance with IA.
From close range to mid range the AT gun penetration goes from 380 to 260, so it wont matter if you closing in.

If you are a bit more proficient, which I am not, you can get into the editor for CoH3 for even more detailed information. I have seen that for example on several Tightrope YT videos. Maybe someone more knowledgeable you can you advice about that.
The CoH3 stats, among other data, gives you weapon stats for close, mid and max range. For in between I have guessed the 200 penetration for a range between mid and max range in that example, but it should be in that ballpark. I don't know the exact drop off graph.
Chance for penetration is simply armor value divided by penetration value.
