CoH2 pros:
* More polished over years and years of updates
* More total content (though much of it is DLC; CoH3 has more content in the base game)
* More mods available
* Cheaper
CoH3:
* More modern/QoL updates
* (In my opinion, highly subjective) better core gameplay
* Will continue to receive updates/expansions/new content/etc
* Better 'tactical pause' feature - not usable in multiplayer, but can be useful in singleplayer while you're learning if you're getting overwhelmed
Personally I'd suggest CoH3 overall. However, if you're not sure you're going to love this style of RTS, CoH 1 or 2 are much more budget-friendly options for determining if the franchise is for you. Ultimately all 3 games have the same core gameplay
They will nerf it tomorrow but still there are 2 literally unplayable units(can't build them) deu to a bug for about a week. They cant fix that.
There are also tons of other bugs that probably will be fixed like abilities overlapping on ui so you can't use them or constant buff after first use of ability or other of many other stuff...
Replay feature is 3rd party program.
There is no watching live games of other players like in coh 2.
No voting for maps.
Maps are ♥♥♥♥ filled with garnisons.
A flow of a game is kinda better and some hotkeys are better(some are better but some are dogs**** like retreat and reserve on the same key) in coh3 but thats it. Overall coh2 is superior in EVERY way.
W8 for 50-75% discount or for a miracle that somehow they will patch this game in 5 years to be considered out of beta phase, but i cant see that when the game is more unplayable and broken with each patch. Its like they fix one stuff and break 5 others.

But IMO you must go for COH 3. You know why ?
Because you're a new comer to this game, and being a fresher you have to learn lot of things. So after learning all the basic things, when you gonna start playing multiplayer the game will be more polished by then.
So no worry go for it.
If you need exact reasons why you should avoid CoH3:
1) Horrors of "new" Relic development. They release buggy builds on Fridays for you to suffer on your holidays (and them to sell more copies, because there are more active buyers at the same time). It was the same for CoH2, but, at least, they don't touch it anymore, so you don't have to worry about your holidays getting ruined.
2) DoW3's precedent. They simply drop it in a very "transitive" state after some major gameplay updates. You may have different opinions on that title, but it doesn't change the fact that they've started patching it and left in a devastated state. New Relic doesn't know about mid-endings.
By the way, DoW3 already got a "content" update by this time. The only things CoH3 got are the features DoW3 had on release.
3) Sega's marketing practices. They commonly treat their customers as nutrient fodder, competing with EA and 2K on that, milking every penny they can. It's just another publisher you have to be aware of. If you buyed at full-price from them, you let them ride you.
4) This very Sega has recently acquired Rovio for $776M. Compare that with Relic https://tracxn.com/d/acquisitions/acquisitionsbySega and later lay-offs anouncement. I just can't believe RTS is their priority anymore.
5) General market situation. It's not 2014 anymore with Steam growing in hundred of thousands monthly. You can't make a newer playerbase by spamming -75% sales and giveaways (what they did with CoH2), and they did A LOT to destroy any loyality with CoH2's quality and these very promotions going one after another.
Over that, this game is Steam-exclussive on PC, still. And there is a nice console version drawing resources from PC development, too.

Seriously, if I wasn't been through CoH2 and DoW3 (plus other titles published by Sega over the same period), I would have said "yeah, CoH3 is the future, go for it". Sadly, I'm more versed with Sega's strategies and new Relic's competence by now.
Majority of people praising CoH2 on these forums got it on sale\off-Steam promotion\giveaway.
Majority of people cursing CoH3 on these forums wouldn't be so mad if it had "Early Access" tag and was been priced like CoH2 on release (40 USD or equivalent).
But the choice is yours.
Just make sure your Twitch Account is linked, so you can get all that tasty stuff that doesnt even come in the Digital Deluxe Premium Version.
This Game is a Masterwork of their Marketing Department and every Update shows that everything else has zero Priority. Last Update broke the Performance and even Core Units cannot be built anymore, but still you will find official Streams about the Updates and Developer Announcements on the Steam Store Page, because it comes at MAXIMUM Relic Quality!
It feels like even the people who work on it dont want it to be an enjoyable and finished Product half a year after release. It is just a big Marketing Show, when simple Updates break even the lowest of expectations:
Last Update could have been a success, if they only playtested it for an hour on any PC they can find in their office. But even that was too much to ask for again. This was just made to milk a Community that couldnt wait for a Sequel.
Keep in mind COH2 is 10+ years old now and you can get it for like $5. I really don't know how you make a game worse than one that is over 10 years old now, even the graphics are worse. It also lacks advanced features like snow/mud/weather and running over inf.
Maybe coh3 will be worth a buy in a few years...
Coh3 is litteraly a mobile game with toys . If visuals and realism are not important for you , you can go for it. But the game is a big downgrade in everything compared to coh2.
CoH3 can be buggy at times, but more content is coming and the devs are actively supporting it whereas CoH2 is done.
