How do you unlock Tier 3 unit skills like the M4A1 Whizbang

I can't figure out how to unlock the tier 3 skills for the campaign map units. I have 11 skills points but the tier 3 level is constantly locked out.

You need to unlock the 2 options above them.

Thanks, it bugged out for one of my units. I couldn't select it despite having the pre-requisite.
