It's all about what matters to you most, do you risk an unfinished game or a game you don't like but with the upside of unique cosmetics and a lower price or risk missing out on those to be more sure of the purchase. Both have pros and cons.
It's almost like a pre order bonus, and it may like some other pre order bonuses be a timed thing and the parts may be available in the game at some later point.
Or content that's given away early on, but has to be earn (or if necessary bought) later on.
Like how Armello gave the Bandit Clan to backers, and then made it a relatively cheap DLC for everyone else later on.
But permanently missed content (even if it's just cosmetic) always rubs me the wrong way. And I know plenty of people who will likely not buy the game because of it. Folks who want to wait for full release, but seeing they won't get a "complete" game because they've missed out on content simply won't bother.
There are a huge slew of games that have permanently miss-able content that do just fine.
Generally I'd disagree, I wouldn't call cosmetics content usually. However cosmetics are a big part of the cozy genre so I can see more people being annoyed at that, so I hope it is available at some later point.
Though I feel like you might be over estimating the number of people who won't buy the full game because of missing out on 1 skin, seems like cutting off your nose to spite your face. I doubt it'll have any meaningful impact on units sold.
I've already bought the game, so it won't matter much to me. But I do agree, in games like this, cosmetics are kind of the draw for a lot of people. The customization in a cozy game is key.
I'm not saying the game will fail or anything. But I've already had about a dozen friends who had this game on their wishlist (waiting for full release before buying) tell me they're not interested in getting it anymore. Which is a shame as I was looking forward to co-op with them.
I mean, everyone's different. To some cosmetics mean nothing, to others they're a core reason they play. Some care about missable content, others don't care.
But in general, I'd say it's always wise to make content available down the road.
I've played a number of games that have limited time content which repeats every year (like Halloween skins you can only get during that week). So as if you didn't get it the first time, you can always come back next year. Which does have the added bonus of giving people incentive to come back to the game now and then.
And many, when the devs are basically going to be done with the game, just make all the timed stuff available in their final patch (so they don't have to keep doing the yearly event stuff). So nobody is permanently missing out. Which is always appreciated.
I've got some 50+ games in my backlog. :p
But I've also got Stardew Valley that I want to go through again with all the new content. But I'm holding off until they stop patching and adding even more.
Grabbed Roots of Patcha, as I've been hearing endless praise from friens.
And Paleo Pines, as it's uber cute dinos.
And that's just the farming/sim stuff.

so here is my suggestion
YOU host a lobby and invite your friends to come and use your mail box and claim in the set time!
no money spent
no skin lost
no tantrums thrown for a skin never advertised prior to their post
have a great day
if you at least try the free one you put nobody out or cost others time and money better spent on the game
maybe put a pin in it to try if all else fails but once you get a skin on steam it is yours!
