We've been playing it locally once a week for the past few months. One copy, one account, four controllers.
The local coop in FTK2 has some minor issues that I think will be addressed in the future.
FTK2 treats every controller input as the same controller. So each player needs to ensure they don't use their controller during the other player's turn .. or just use one controller and pass it around.
Another issue is that I don't believe the game can be fully experienced when using controllers. You should plan on having a mouse nearby for some UI elements when you need them.
Example: Clicking on the quests to have it show you the vague location of the goal. The game is nearly impossible without this.
Even if they don't want to pay a programmer for the 20 minutes it would take to add logic to ignore your controller when it isn't your turn, surely they have the funds to pay one for the 2.3 seconds it would take to click the checkbox that allows users to use steam's built in remote play together.
