Somebody Has To Tend Bar Achievement help

This is one of the last Achievement's I need but i'm having a tough time talking to everyone. I'm either missing one person or this is not popping for some reason. Is there a list of character's needed to get this Achievement? I'm getting a bit exhausted of running around looking for this and any help would be appreciated

I got the achievement after talking to all these characters:

Old Town:
Melody
Athena + Kris
Melody (again) - I'm not sure if this is needed since you already talked to Melody
Worn Out Red (bottom of the escalator)

Orchard - first floor
Capital Red - top of the escalators
Eileen (Minister of Defense - orange) - courtyard on top of the escalators
Candy-Jiao - center statue
Seventeen - courtyard (past the center statue)
Vivian (Minister of Health - pink) - opposite of the healing center
Evelyn - healing center
Toffee-Jiao - behind waterfall
Vanissa (Minister of Education - purple) - library

Orchard - second floor
Jiao Prime - past BBF office, close to the furthest checkpoint which you can't get through
Janice (Minister of Infrastructure - green) - stage
Notiris - stage
Notwatcher - stage
Cherry-Jiao - stage

I also talked to the red guards, but I doubt it's necessary.

Struggled to get this one. Lilly's list is correct but you have to make sure u speak to Athena again after your second meeting with Kris. (downstairs)
