How are the MODS installed in the game and where are they located?

Through the steam workshop, then you activate them in game on the main menu. I'm assuming they are available only in Sandbox however.

I have activated the MOD in the main menu and I have tried to find it both in a free game and in a sandbox, and I don't see it...

Have you tried using the search box for the modded items while in edit mode on the tables? If it's a table, or diorama, it would be in their respective sections. If it's an object, like the water mill that's on the workshop, it would be in the building object list when in edit mode on a table.

I have reason to believe the mods work ONLY IN SANDBOX mode as I can't find said water mill in the normal career gamemode despite it being loaded.

Correct. They are only available to use in Sandbox. The dev stated it would be too OP to allow them in the base game and I totally get that. The only thing challenging in this game is working around the bugs till they fix them lol. If you need something OP to get 1st place in Exhibitions, you might need some refresher courses from pre-school.
