Applique Armor does NOTHING?

Is this a bug? Applique Armor does nothing at all but look nice. even tho the latest update says Applique armour was changed from rha to steel, it should be 0.4x as effective as armor the same thickness. Which means it should do somthing. I have the option for aesthetic Applique armor in cheats turned off.
in armor view and testing penetration, Applique armor does not show instead it is transparent.
What's the deal?

The only applique armor that seems to be functional at the moment are tracks, road wheels and the side fenders. The applique panels don't seem to have hitboxes or armor values yet.
