question about painting

over the past 2 days that ive been playing ive been seeing a bunch of peoples gundams with glowing paint on them and i cant seem to figure out how to do it?

Make your own 'custom' paint by selecting the lower palette and hitting triangle/Y, I think? You can set emissive value overwrites on the custom color slots to make glowing paint.
