Attack power: Melee and Attack power: close range weapon not applying their %

So I have both abilities on my right close range weapon. Went to test mode and my damage was still the same compared to not having both of them previously... is this a bug?

There are 7 close-range weapon types in this game: Sabers, Axes, Lances, Whips, Twinblades, Greatswords and Melee. There is a Attack power for each weapon type. Each of these has a left and right hand variation, and we have one Attack power that works for all close-range weapons. Attack power: Melee only works for weapons of the type Melee (Melee, claw and martial arts.). Melee type weapons are always dual wield.

Yeah, Also, focus on the hand that it's equipped too. like if you have a greatsword, Right close ranged weapon damage bonus will increase it's power while Left close ranged weapon doesn't. Also, Right close ranged weapon will give significantly more damage then Close Ranged weapon.
