Are there any multi-arms?

yes it is but your other arms will take up part of your OP skill slots to use.

Manipulator arms? You can buy them as builder parts in the shop after some point, as well as some units' body parts have built-in ones, like The O.

I was looking to see if there was any actual arms aside from the Manipulator arms and The O's, but I am guessing there isn't? =/

I'm not far enough into the game to tell. I remember some IBO units had extra arms, maybe they are unlocked later.

I forget the set but there is legs that have a pair of arms pop out the front with guns that auto shoot for a few mins when you activate em, pretty neat and weird.
