only using trans am alice and hades myself, but they are increasing the Reaction speed statsfor quicker attack speed. there are limit tho, doubt you see any increase if your mobile suit reaction speed is 200%
damage and defense is also increase so the speed up part in UI text is just simplifying it imo
Worth noting is that some of these have different, undocumented effects. For example, Trans-Am and Crimson Comet both give you a buff to damage output, and the latter also lets you damage enemies if you touch them while boosting.

Nah it does what the other buffs do too + funnels. Try it out in Test mode, it works properly.
I think that's because you've reached damage cap, if you check your status in the test lab while under the influence of any hypermode (ALICE, HADES, NT-D, etc.), it will show that it buffs damage too
