Yes, all EX/OP will be unlocked once the corresponding part is mastered.
Probably coz there's no need to. Body/arms/legs/etc are visual defining, but shields can be switched off and added simply as 'stat blocks'.
That being said I hope it is an oversight.
You also won't be able to use any skills associated with the part that gets swapped out. For instance, if you mastered trans-am and use it, your backpack will disappear for the entire duration of trans-am and you will not be able to use any skills associated with your backpack during that time.
While an imported EX or OP skill is active, you will not be able to use ANY other imported skill OR skill associated with the part that skill originates from.
So I strongly recommend that you avoid using things like a GN Field or funnels that you would have lifted from a back unit, unless there's no other skill on that back unit you care to use during the time that skill is active. This could even block off the use of your Burst Action skill.
