I have turned off cloud saving, but I still have to reset the settings.
Or your english is off, and you meant that your cloud saves were already off, if not, then well next time don't trust in cloud saves to work 100%, not using cloud saves you will have less chances of losing your save files, and if you lose them, it's because of drive failure or you deleted them yourself, with cloud save files you will never know when you will lose your save files and can happen at any random time when using steam.
If without cloud saves, guess the game has bad auto save mechanics.
Not quite sure myself, as this is the first time I even encountered this issue. ATM, it seems to be both. I can see with Steam Cloud on, the game doesn't actually 'save' anything to the steam cloud itself. (even a settings configuration should make a file). Even if you turn off cloud-save, selecting new game, that part wont even save either.

I took a look. it did not make any folder there. Do you happen to have your save there? Perhaps this is just my issue.
My pc account is set as admin privileges, so I never have to run anything as an admin and never had issues with save files writing anywhere or saves getting lost (since xp sp3/win7/win10), besides deleting them via automated steam uninstallation and forgetting to back up steam folder.
Found the issue on my end, it was a read-write-only issue it seems. TY.

Try going into the game files and setting the executable to run as administrator. I had this issue as well, but since doing that it hasn't been a problem. I did have to turn off cloud saves though because for some reason doing this caused a sync issue for me, but rather that than it just not save my progress.
