I do know however it doesn't seem to work with weapons, but it does with armor, but you will need parts from the same series.
Example : I wanted to upgrade my Epyon EW head to 5 stars with a Gundam X head I had but don't use, but that wouldn't show the Epyon head in the list as a possible part for upgrading.
Then I took a 3 star Wing Gundam Headpiece (highest rarity I had from Gundam Wing Endless Waltz) and that did show Epyon in the upgrade list. However you still need to supply an additional part to be able to do the rarity upgrade, in this case it required a specific Tallgeese head to complete the upgrade.
Edit, in case i have misread and you asked for when the cap on the maximum rarity is lifted, I have no clue, maybe once difficulties past hardcore get unlocked.
Edit 2, it seems there's a 3rd synthesis called synthesis evolution that's specifically for the parts you want to increase the rarity of.
Haven't unlocked this one myself, but I should be close.
Other than increase the cap, maybe story? That is how I was able to increase my level cap.
Wrong you don't have to finish chapter 3, I'm on chapter 3 rn and just did quests from chapter 2 and got the evolution plastics
