Is it cross platform?

I dont have switch and my friend suddenly said want to play this game and want to buy a switch. It is his first time to try to play a game, so I want to support him. If we cannot play together when I am on steam and he is on switch, maybe I have to go buy a switch ....

I know 3 had Vita to PS4 save xfer capabilities built into it.

But I still need to buy a switch for that. I am going to successfully convincing him to use his pc to play. His excitement to buy a switch is less now.
