It could easily be the same here, where SD kits are locked to only Robota. We don’t know yet.
Then again, we don’t know when this game takes place, only that it’s in the GB3 universe. So Robota could still be lost in space, or it could be after he was rescued.

From the JP website (and during the PG Gundam fight in the trailer), we see one of our NPC allies pilot an SD mobile suit. What's relevant from that gif is, the pilot is seemingly a normal human player (named Tao). I don't know if he's piloting an actual customized suit, or if it's just a recolored Command Gundam, though.
It still might be that SDs are limited to NPCs. They would have to add a whole bunch of SD kits to make piloting them worthwhile.
