(I'm not saying that Noelle is a bad character, but as a person she is the most unpleasant to me. Perhaps some of these reasons were not thought of by the author, but I can't look at Noelle any other way).
- for the Sweepstakes blog thing, she literally mentions in that same blog how she asks Kris to switch seats with her a lot since Susie only really hates them, and never wants to be mean to Noelle. She also mentions how she might want to use apple shampoo so Susie pays attention to her more than Kris, and they don't get bothered. Obviously, these things are because she has a crush on Susie as well, but imo this blog post is actually one of the best instances of Noelle showing major concerns for Kris's well-being.
- the Giga Queen thing, I have nothing to say about. Like you said, Queen mentioned Susie specifically, so it's whatever. I won't blame you for thinking what you will based on this though.
- for the Chapter 1 thing... really? If you tell her that Susie is mean, doesn't she literally get disappointed and say that "I guess Susie isn't really a good person after all" or something like that?
I think the idea with shampoo is for Susie to start paying attention to Noelle more (or at least as much) than Kris. For Noelle, it's a way to get Susie's attention in a way that worked for Kris. And anyway, as far as we know, she either never bought the apple shampoo, or Susie never noticed it.
