The idea that Jevil and Spamton went insane because of Gaster comes from two things:
A) Spamton was talking on the phone with a strange someone and when the Addison listened to it they only heard “nothing but garbage noise.”
B) When you use the phone in the Dark World, you hear the ENTRY NUMBER 17 sound, and flavor text pops up saying “it’s nothing but garbage noise.”
Therefore “nothing but garbage noise” = Gaster = whoever Spamton was talking to.
Presumably, Jevil and Spamton were both driven insane by the same guy, and Gaster fits the bill pretty well as a mysterious force with a lot of meta-awareness.
One thing that is easy to see is that people don't really understand why deltarune exists.
you can get a better idea here on the oficial fox pandemic video
https://www.youtube.com/watch?v=E5XXbd5NvuQ
Deltarune is not just a game with mystery, but a creator, a character that manipulates the game and the player of the game, it is a confusing relationship still because it is still poorly elaborated by the few chapters we have, the game revolves around the player, who revolves around another entity that people think is the gaster
The idea is that the Dark World is a narrative created by Gaster, but at the same time Gaster is part of the entire story and narrative of the game, he didn't create the entire game, but he made certain parts of the game and we are playing
and before you think, this is not just my source, there is a lot of theory and a high knowledge of lore really implicates me in these ideas, but, everything could be wrong, we have no way of knowing anything.
One problem I've mentioned before in other comments is the fact that in order to understand the game properly, it's not enough to just know the superficial aspects, you have to have a broad idea of Tob's life, the game, and its relationship with Undertale. Obviously, this is difficult. Not everyone will do this, understand this, or research it. This causes some people to create superficial ideas that can sometimes actually become popular as more realistic ideas, addressing aspects of the game without considering the external aspects. This reminds me of real life. People create superstitions because they don't understand things, and when someone presents knowledge and research from a long time of data collection, they find it absurd.
anywy,i think the he messed up both of them, and probably more :D
don't take everything I say too seriously, everyone needs to form their own ideas.
