Report a translation problem
The reason I think this as a possibility is the existence of the bunker in the town, which seems to be a nuclear fallout shelter.
It should also be noted that apparently in the original draft of the game from 2012, all the characters in Hometown were humans. The characters turned into monsters when they entered the dark worlds.
I agree with this for the most part. It seems strange to have Books about raising Humans if no Humans exist anymore... Especially in such a tiny Town. It would seem like pointless garbage to everyone except obscure Book Collectors.
My thoughts were always that the Town "deltarune" is set in just happens to be a Town full of Monsters with little reason for Humans to want to join their Community. There are likely plenty of other Towns and Cities with a mixed Population, as well as more Settlements with exclusively Human or Monster Populations.
