The idea of NEO referring to a new/revived version of someone/something does make some sense given who gets it. Though then I guess the question is why Spamton thought he could reach [Heaven] (also what is [Heaven] is another good question) with NEO in combination with the soul that Kris has. Swatch says that the machine contained “hope” from a lightner which may have something to do with it
I feel like its impossible to tell right now with the information we have, even across 2 chapters and 2 games (Undertale included)
