Keep practicing and trying, again and again. Your Reaction Times will likely improve and your understanding of your Opponents' Moveset will likely increase as well.
I also did keep facing Enemies repeatedly in Chapters 1 and 2. It was good for getting extra Money in Game, while also improving dodging Skills.
I would also say that one thing is to figure out where you need to watch to dodge. Some attacks you need to basically just be watching the heart, and others you need to be watching where the attacks are coming from to see where the open spots are gonna be. Sometimes you basically need to just tank hits so you can watch how each enemy's bullet pattern works to see where the safe spots are (if they aren't entirely random).
For most patterns, do not watch all the bullets, set up a zone or two that you watch and react to.
