Use Notepad or a similar text editor to edit the second-to-last line in "filech2_0" to 166 (Queen's Castle entrance), then when you're done, save and change it back to 71 (Castle Town). (The main menu location name will show the previous location name at first, but it's normal behavior.)
This is also the exact same as it was for chapter 1. Once you went to fight King, you were locked in, no Jevil for you. Now they give you a warning explicitly about it, and you still missed it. Maybe it's not the game's fault.
Chapter 1 doesn't need a warning because you can't save after defeating the Chaos King, so you can still fight Jevil whenever you want to with your chapter 1 save file. (Seam in chapter 2 will even encourage you to go back to your chapter 1 save file to fight Jevil if you haven't yet, since you can transfer Jevil items with the hole on the west side of Castle Town.)
