Can i run this game with 4gb ram, i3 4070u 1,7 Ghz, and Nvidia GT 740m?
I'd love to upgrading my PC, but the tax and the bills is too strong in my real life. And i'm afraid my time to enjoying games is not that long.

Don't be sad, you can actually still give it a try and see if it works. It's basically an old mobile game anyway so it might work on your system. At least i think it's close enough to work.

If the official PC version doesn't work for you and you really want to play the game, you can even try Nox or other emulator and see if that works.
