Will Sparkle be a permanent addition?

So, that Masked Fool is one of my most favorite characters in Star Rail, and seeing her added into the game made me decide to start playing it again, but I'm not sure if I can get her as F2P before her banned ends, so I was wondering if she's a permanent addition to the game and can "farmed" similar to Fischl, who's another cameo character, or I'll have to wait until Hoyo decides to rerun her banner?
