Well, you've got your official answer from the CS team already. So we can't really help you change that fact here.

But we can help you with more suggestions if you tell us the reason behind why you need to delete your account.

You can try forcing them to with legal action depending on where you live but otherwise you would be bound by what customer service has to say mate, Personally I would just let the account rot rather than put in the effort to get it wiped and it definitely isn't worth taking down your steam account.

Nope we can't, we agreed to their ToS on these stuffs when we sign up the account itself, and under privacy part we've agreed to give them rights to our information, we even let them scan and gather information on what we are running in the background (outside the game)... yes, we agreed to their privacy breach, so we've given up our rights on requesting information delete like account and such.... Digital signature or not, that YES I AGREE button is pressed along that long long ToS we never read...

TOS' aren't considered to be the binding contracts they make themselves out to be, as devs we can put whatever we want into them and if we make it sound legalese like then people will see it as such but courts don't really like the TOS' because nobody reads them whatsoever so they get really dumb cases to deal with and in some countries the TOS will be ignored on certain issues, where I live for example I can take legal action to have my account and data deleted if I wish to but as I said previously, personally I would just let the account rot as there is no real need to go through the effort. However this is heavily dependent on where you live and is getting messier every year, a while back I remember hearing that the EU wanted to make it so every TOS had to be reviewed and approved by a committee and have checks and balances in place so the information could be accessed by the government and "deleted" at the users request, I am pretty sure none of it went through but it was 6 or so years ago so maybe something from the idea has made it into reality. There is another one going for car privacy and I think the US has a debate going for web privacy again which are both unread TOS cases. It's a mess and it is better to just drop it and move on than actually try to fight over it which is what the TOS relies on heavily as they don't really hold up once governments start poking and prodding them.

The stuff in TOS' can vary a lot too, from serious concerns of the company, wishes, ideas they need to sneak in for later modifications of the contract (generally this is done with software agreements) and random jokes that don't really have a good reason to exist in the contract (which is part of the reason why courts don't like them, because as professional as they sound a lot of the time the information is unprofessional or stretching). One of my favorites of all time was the Itunes TOS agreement that you would not use their services in relation to the development or production of nuclear and/or biological weapons for the united states, which is just amazing because I am certain that the term has been breached quite a few times but nobody has been sued for it and it is still in their TOS if I remember correctly it never got edited out.

And no, even if you've done something that the game might banned you, you account still stays in their system, you just lost access to it...

Why would a ban have to result in a account wipe? That's just a threat some devs have so you don't try and sell the account or constantly break the parts of TOS that is actually really important to the dev (botting or exploiting the game in some way that loses the dev money for example.) but you don't have to wipe a banned account if you don't want to, especially if you have plenty of storage space to hold onto all the data the account created.

That's why i said No.
The data need to be kept as part of the SOP, especially in case of CS and legal stuffs.
