There's no "mobile account". If you are using miHoYo account you can play on both mobile and PC on the miHoYo supported versions. If you are playing on Steam with Steam account there are ways to play on the mobile using Steam-Link as well. Japanese version do not have a PC version, and WeGame version do not have a mobile version. But in the end, it's just a matter of preference imo.
What Hoyoverse version did is they give you access to Hoyolab, where they have off-game login bonus and events. And this is exclusive to Hoyoverse account users only. The daily bonus are petty though, not something good enough to fuss over. In fact, if you are tied to those petty rewards and see them as important, you probably didn't notice you are leading down a path to a lifestyle similar to a beggar or those living in a refuge camp that needs to queue up for daily supply everyday. It ain't a healthy lifestyle in the long run, especially for your mental.
For other more important web-based events, Steam players can still participate from clicking the link in the game, and you should be auto-sign-in to the web game/event on your browser and is still able to get those rewards after you completed the tasks there. So Steam players did not miss out a lot as someone tried to lead you to think.
Steam players are capable of playing almost all Steam games on Mobile/TV using the Steam-Link App.
To play Steam games on portable or other supported smart devices (Phone/Tablet/TV/ETC), you need the Steam-Link app.
It lets you play most steam games on other devices at a very low resource requirement.
(You can practically use a potato phone to play games like Cyberpunk)
It's also possible to use Steam-Link app on supported devices to play non-steam games that you've added to your library.

There's 2 publisher for this game. miHoYo and Cognosphere though both are headed by the same boss but the account system of both publishers are different.
miHoYo version includes Steam, CN, WeGame and HuaWei version (mostly the Desktop version on the PC part). Steam, HuaWei and WeGame each uses their own accounts to login the game (Steam account, Huawei account, WeChat account), while CN, TapTap and JP uses miHoYo account to login.
Cognosphere versions are those known as the Global version, SEA version, TW version and KR version. Often known as the Hoyoverse versions and they shared the same "Hoyoverse accounts".
There are slight differences in between these version due to countries censorship law. But at most the game plays the same on mobile, pc and desktop versions.
For most players, the biggest difference is that Hoyoverse (Cognosphere) version has Hoyolab, an offline website for the Hoyoverse community. And that sites includes some extra bonus that require the players to login to the website to get extra login rewards for the game as well as Twitch drops where you need to watch some named Steamers to gain very small in-game ingredients rewards. But it's not something in large quantity, in fact, most are not worth the trouble to login to both the game and the websites to collect nor worth the time to watch the streamers to grab. miHoYo has been paying Streamer to stream their games and they have been helping out Streamers to boost their view counts at the same time. It's a kind-of free advertising (or bribery) to lure in more players to the game.
Steam version shared the same EU and US servers of the Hoyoverse Global version and EGS version = Hoyoverse version, it's the same client. Due to this mixed setup. that's what makes the confusion and debate about which is better in the first place. Due to players on the same servers are not getting the same events and rewards and some call it unfair. But due to low population of this game on the global side, it's impossible to split the users into 3 groups, it's already hard to get co-op running during none-peak hour with this joint setup. Population crisis will certainly happen if they split the users
As for that "Cross-Save" talk and fuss... it's basically just Mobile <-> PC of the "same game version". Even within Hoyoverse, the account do not support more than one HI3rd game linking. So you can't really "cross-save" among different clients. You can only "login" to the same client's server no matter if it's PC or mobile. Example, if you play on Hoyoverse KR mobile client, you can only resume your game on the Hoyoverse KR PC client on the PC, you can't resume your save on say, TW client... And your save data is based on client+server, not on the account itself, meaning if you play on Hoyoverse Global US server, you can get back on your save on the mobile US server or PC US server, but not the EU server, it will start with a blank save, a new account. Steam players do no need to worry about client difference, but the Server selection do effect our save files. So even between the servers of the same client, there's NO CROSS SAVE. In fact, there's never been a cross save feature for HI3rd, only server save. This is not an offline game that saves locally on your phone/pc, it save on the server side like a normal online game.
With that understood, now to the part that not all HI3rd game clients have both mobile and PC support. Desktop versions are only meant for desktop (PC only) and some mobile versions (eg JP and Huawei) do not have PC version. Steam is considered the Desktop version as explained in my previous posts. But because Steam have Steam-Link App, we can still play the game on our mobile devices or TV, so it's not a problem at all for us Steam players.
